UPS handling charges

When processing a UPS shipment in PT 2006, the amount I enter as "Handling Charge" (either fixed amount or percentage) does not get added to the amount that UPS is calculating for the total freight charge on the invoice.

Does anyone know what I"m doing wrong? This shipping module is pretty slick except for that.

I believe there's setting in the UPS part for the upcharge that gets added to the actual freight and dumped back into Peachtree.
