Is there a standard report in Peachtree that has these qualities?


Lays out like a budget report
shows total actual account transactions for each period, not budget values


I know I can create a new budget and autofill then generate a report. But, it seems there should be a standard report that does this.

Do I have to create a new Crystal report?

Are you talking about an income statement? I must be missing something.

Try the GL Account summary under the Financial statement area, might be what your looking for.
