Entry cannot be posted out of balance

Greetings

Migrated from peachtree 2002 to peachtree 2009. In peachtree 2002 I would do the payroll in task payroll entry and print the check. I am now attempting in 2009 and am getting the message, "This entry cannot be posted because it is out of balance"

Any ideas how to fix this?

Are you printing a new payroll check or reprinting an existing check? The only time I have seen that message is when someone is trying to reprint an existing check and the employee's pay rate has changed since the check was first posted.

In my old peachtree 2002
The payroll check shows
Payment 915.84
Salary 954.00

SOC -38.16
SOC_ER 66.78

Journal Entry

62200 Salary 954.00
23300 SOC_SEC 38.16
23300 SOC_SEC_ER 66.78
71100 SOC_SEC_ER 66.78
10400 Payroll Disbursement 915.84

Ending Balance 1020.78 1020.78


* When i remove the SOC_ER 66.78 in Peachtree 2009

23300 should be a liability account & 71100 should be an expense account so one should be a debit and one a credit. Does this show correct on the journal entries?

Social security should be the same for EE and ER.
The 38.16 is 4%. Social security is 6.86%.
Where is Medicare?

I am having difficulty solving this problem, the entries are correct and worked in Peachtree 2002, yet in peachtree 2009 it shows out of balance.
SteelerFan this software is being used out of the United States, their is no medicare.
If i delete the SOC_ER field which goes to the 71100 expense account it balances?
Cannot understand why the employer contribution is not working?
