Is there any way to edit and account ID or merge two different account ID's together?

You can change an account ID. (I'm assuming customer ID) It requires single user access. Feature available v7 and up. Go in to Maintain Customers. One of the buttons at the top of the dialog is Change ID. In the dialog enter the customer ID you want to change. The button should now be available. Click it and the ID can be changed.
There is no way to merge ID's however.

Just want to add that you cannot change GL account ID's though. Only Customer, Vendor and Inventory item ID's are changeable.

No, old transactions do follow. PT keeps track of the record number a certain ID is saved to. In associated journals this record number is saved, not the ID. So when one changes the ID contained at that record number all transactions instantly follow.
