Is it Possible to establish 2 local (city) payroll tables to be applied to the same employee. City one is city of employment & City 2 of residence.

Yes, you can have more than one locality in a state for one employee. During the initial payroll setup, you indicate a locality and locality tax rate that is primary locality for your employees. You can create an additional locality and taxtable when you are completing the payroll setup process.
From Peachtree's Help file, you can enter "local taxes" to get a detailed step-by-step instruction on how to setup your payroll for more than one locality.
