How to change beginning balance

Going into Chart of accounts. And how to change the beginning balance. It shows me end of Year 2003. Does not even show me 2004 at all.

The end-of-2003 balances are the beginning balances for 2004.

Could you be more explicit about the problem you are attempting to resolve?
