import/export and user limits

I am using the user security feature in PCAW 2002. When I set a user to have 'no access' to the sales area, they also lose the ability to do the import/export function. The function is enabled under the system for that user and the command is not grayed out in the file pull-down menu, but when they click on it, nothing happens. This appears to only happen when the 'sales' area is restricted. If 'sales' area is accessable and another area (say payroll) is restricted, the import/export menu works and the restricted areas just don't appear in the selection menu - which is what I would expect to happen.

I have users that I don't want to have access to 'sales' but need to be able to import info into purchase orders.

Any ideas?
